Cop carry is understandably often optimized for sitting down more so than engaging in combat. Compare the battle belts of a USPA guy, a cop, and a cold war era soldier. USPA guy has all his gear where it is easiest to reach, triaged by importance. Cop has all his gear on the front of his belt except fairly flush items, soldier has a buttpack and canteens on the back of his belt, and not much on the front because hes liable to go prone. If you sit down and drive cars more often than you draw a gun, and a shoulder holster isnt an option, drop leg.

Sure, physical fitness requirements do apply so you very rarely see landwhales in uniform and some women do go down the Bogdanoff route in this part of Europe but most just work desk jobs or in PR. They're so sought after in photos specifically because they're so rare. Picrel is the whole female traffic police workforce of a 150k town/possibly the whole 500k county as well. Nor do they ever really carry pistols, let alone rifles. What I think the context of this photo was spring-summer 2020, early coof pandemic, when the lockdown was just declared but few took it seriously so they spread out whatever active force they could gather, army included, and geared them up to show they meant business. They could have also temporarily relocated people from their desk jobs as well since work wasn't as abundant and they had the excuse of social distancing. These disposable blue masks were used before they acquired personalized face masks, for which they probably siphoned some funds too, as is customary.

Generally you don't use your sidearm so having it on your thigh and out of the way means more room on your belt for stuff you're more likely to need.
For cops, I would say having your pistol on your belt would be preferable, since you're much more likely to need instant access to it.
