That is a sound enough idea, but look at what happened with gerrymandering. Also, what would stop every state from invading eachother, and how strong would you make the central government? Nothing could provide enough oversight short of a supercomputer designed by a human who knows nothing about anything, anyone, or anywhere other than fucking tech design and development. People are biased, and our governments have been constructed to prevent or at least dull that effect.
What I'm saying is people are greedy, and while that would be a great way to live, it would become extremely confusing. Not to mention Americans already cant name a state on a map, what happens when there are suddenly 1000+ 'states'?
Would they all have their own seperate law enforcement? How would one ensure a corrupt group doesnt pocket the money for police or enact illegal powers (a problem that you already think is too prevalent IRL). Also, what happens if there arent enough cops in the 'state' to solve whatever the fuck? Where will the money come from, and what stops the 'states' from devolving into anarchy or a feudal system?
Read about the Articles of Confederation, people always want more unless they are controlled from doing so. Society is a balance, and what you're describing sounds like a skip and leap away from what goes on in Africa (minus the poverty and shitty ass climate).
