Keep the federal government. I'm just saying there aren't enough states or representatives. If needed, a state can lean on the federal government for support or build walls to deal with foreigners, but the goal here is to ensure it never becomes profitable for anyone to lean on the "demographic" side of "democracy" to make law a zero-sum game or weapon.

A nation like yours would have no patriots, men would answer to their village-esque group of people much before they would answer to their government. And such a system would still have way too many holes which would be exploitable, and chances are there would be entire tracts of the nation that turn into 'no-go' zones full of crazy mountain men and shit.

I will give you this, it would be a good setting for a book, but it is unrealistic and incompatible with modern life.

Believe it or not, Americans already answer to defined authorities in their lives, and they have ideas of which authorities are legitimate or reasonable. Having a government that can at least align itself with the real shape of politics should give you more men willing to fight for the country, if only because they have a real say at home that they couldn't dream of having elsewhere.

If you can carry a glock 40, do so. It is significantly more lethal than a smaller 9mm pistol. At hot 10mm out of a 6" barrel levels of power, vitals can be fatally damaged without being directly hit. It's the difference between "adequate for self defense" and "legal to hunt big game with".
