The federal government has no plans to ban SKS semi-automatic rifles, Public Safety Minister Gary Anandasangaree said Thursday. His comments differ markedly from those of his colleague, Liberal MP and Polytechnique femicide survivor Nathalie Provost, who said two weeks ago that banning them was among the measures "still to be done."

Appearing before a parliamentary committee, the minister was asked about a possible ban on SKS, a long-standing demand from groups campaigning for better gun control. "At this stage, there are no plans to ban the SKS," he replied.

Secretary of State Nathalie Provost had, however, stressed the urgency of taking action on this model of weapon last month. "It is necessary that the SKS issue be resolved before the end of the buyback program," she said in an interview with the CPAC network on September 23.

On the same day, when announcing the second phase of her program to buy back now-prohibited weapons — which did not include the SKS — the Montreal elected official also maintained: "The SKS is part of the other things that remain to be done, must be part of it and will be part of it."

The PolySeSouvient group, with which Ms. Provost was involved before entering politics, continues to campaign for a ban on SKS before the start of payments under the buyback program, fearing that the money raised will be used to purchase other weapons to replace those that are banned.
SKS weapons are commonly used in Indigenous communities for hunting purposes and have also been involved in high-profile shootings
After stating that there were no plans to ban SKS, Minister Anandasangaree clarified that he would also take into account the recommendations of a committee of experts on firearms, tasked with assessing which models should be added to those already banned.

The Minister's office was unable to confirm when these recommendations will be made public.

These consultations give hope to Heidi Rathjen, spokesperson for PolySeSouvient. "I hope that the [minister's] statement is a standard response, in the sense that he is not planning [to ban SKS] until a decision is made," she explained to Le Devoir .

However, she deplores the use of consultations to decide the issue when the buyback program from individuals has already been launched.

"We've seen so many ideas about holding panels and consultations. It's usually a tactic to delay decisions," she says.

A six-week pilot project has already begun in Cape Breton, Nova Scotia, to test the buyback program with individuals. A national rollout will follow this fall.

The Minister of Public Safety is still under fire after a recording was released without his knowledge, giving the impression that he does not believe in his own gun buyback program. On Thursday, he had to defend the program again before elected officials, who remain skeptical about his confidence in it.

For the record also, if you can source barrels, that is where much of the time consuming machining happens. A SKS reciever begins life as a block of steel that gets milled away, the cost of making one could be cheaper if produced in a poor country like Turkey or the Philippines. I have enough machining knowledge that I can confidently say I could mill a reciever, but if you wanted to minimize the amount of operations a 5 axis machine would speed up production substantially. That or having several dedicated mills to different ops would to more or less permanent fixtures. A 5 axis machine could make a reciever in one go.
