I don't think they're a thing in the states, but in euro countries where suppressors aren't restricted, you can get 10/22 ported barrels with full-length suppressors. As for integrally suppressed bolt actions, there are a bunch on the market.

1. Get a suppressed air rifle. That's as quiet as you can get.
2. Get a suppressed bolt 22lr and subs. Also will get you approaching hollywood quiet.
3. Get a 300bo sub focused gun with a nice 30cal can. About as good as you can easily do with centerfire.

Not that I have anything against cool old guns getting revived but you don't have to wait for it either if you want quieter shooting. End of the tax stamp slightly raises the odds of more integral designs coming back, but it'd probably be years.

You could for awhile in the states too, a company in Florida iirc called Elevated Silence did a very reasonably priced integral 22 line called the EOS. They were cool and worked well but I think they're out of business (dunno if they didn't sell enough or it was just a couple of dudes who had their fun and retired). If you hunt around there are a few specialty places that'll do full custom integral barrels for you but they're all damn expensive, nothing like a standard market. Maybe over the next few years.

i suppose you could get *close* to the level of noise reduction with other modern offerings, but they're usually either semi-auto like something for 10/22s or it's for some new flat shooting gucci round that costs $2/ea or more. if the delisle itself wasn't so damn rare and expensive, it would be a really awesome rodent remover, trash blaster, woods walker and so on.

my dream modern De Lisle would be an AR platform for part/modularity and then turn it into a bolt action or lever action so as to make it extra quiet with interchangeable barrels (AR upper) for different ammo types starting with 9mm, design the integral suppression to turn the 9mm into subsonic like the MP5SD

basically im not designing for style
just a pure economically practical super silent gun you can shoot at home without anyone thinking you're shooting anything but an airsoft/toy gun

you need some serious ventilation for that, you'll have some sort of lung or kidney cancer within a decade if you breathe every bit of every round you fire. Also the projectiles would be a problem, you're either shooting lead or expensive downloaded copper solids, lead would need a gentle trap that doesn't deform the bullets much as it stops them, so you're not inhaling aerosolized lead particles.

You could build one yourself, legally, with a bit of documentation, tools, knowledge and money. If you don't care about cancer then what the fuck would laws matter to you?

Keep in mind that the dB scale is logarithmic, a difference of 3 means the amount of sound has doubled. So the silenced sten at 89 is more than twice as loud as the Delisle. 125 is well into hearing damage range.

Some guy was working on that on reddit, using 100% off the shelf parts.
Ironically it involved a bear creak arms bolt action ar upper of all things.
That, along with a CMMG RDB barrel and a 5.45x39 AR bolt, feeding from a Glock mag lower.
As far as I am aware it was successful, but I can't remember 100%.

Decibels measures absolute energy, the trough-to-peak level (with a maximum possible on earth around 190 or something, but the point at which the the wave would go supersonic and the trough is vacuum thus no higher level is possible). The brain's subjective perception and ear cell reaction to decibels is relevant if we're talking "how loud it sounds", like if you were military trying to guess how humans would hear a sniper, but if we're talking medical effects then it's purely the energy that matters. It doesn't matter whether you hear it or not, 10x the energy delivered to an ear hair cell is 10x the energy.

If you shoot CCI quiet (the 710 fps stuff) out of something like an 18" 10/22 or bolt gun it's almost as quiet as suppressed supers.
It won't cycle a semi auto action, but it's great fun if you live somewhere nearby other people and can't get a suppressor in your state, but still want to pop cans in your backyard.
