I think they "got over their skis" and became too ambitious in what they thought they could accomplish and for who.

Even though many were hell-holes, there was at one time an earnest attempt to "reform" or rehabilitate inmates that could be, especially for young offenders, or at least legitimate employability for older ones. There wasnt a culture of shame about being poor either.

But this was all mostly an outgrowth of Christian institutions, for better or worse. When the upstart profession of psychiatry and the claptrap of mental "health" began to find legitimacy and inroads to captive humans, it became a less pro-human and more murky enterprise.

Its always the same problem when self styled medical professionals intersect with captive humans, legitimate or not. You end up with all sorts of nightmarish outcomes. So theres some cross-over in ambitions between corrections and institutions for the mentally non functional, until they blurred so badly it became difficult to tell the jails from the mental institutions.

If you see how mental health is applied in prisons today, its rather a joke. Staff don't want to interact with the worst offenders who need correction the most, so the field concentrates on mostly personality disorders while the worst, most violent are essentially abandoned. Thats among the problems with trying to apply mental health professionals to correction institutions. The jails basically become a jobs programs for third tier mental health graduates who wouldn't be employable otherwise.

Add to that social workers and counsellors who produce even less and its a jobs bonanza for frankly useless unemployable graduates.

In my state, they have a huge budget. And they are such schiesters about it. They tell the public that each inmate costs the taxpayer xyz amount of money.

But that is such a fraud. An enormous amount of that money is healthcare for the older inmates. Moreover, the way they come to that number is by deciding how big of a pile of money they want, and then dividing it by the number of inmates in the state, and then claim that each inmate is costing them tens of thousands of dollars each year, thus assigning blame for waste to the inmates instead of themselves.

And the cuts always seem to hit food first. They eat worse than grade school students in school cafeterias. And facilities for general physical improvement are always too few. Some say that the cut in food and such facilities are to prevent them from becoming too big for the average middle aged pot bellied guard to handle, I don't know

But its just a shame that what they call treatment is mostly just an empty jobs program. Just like mental health institutions, the people paid for it are never held accountable for failure. Nowadays I think its just window dressing for the public to distract them from the fact that the same people they put in jails are the same people that do indeed go back out, and the only difference is that they have been neglected for many years. So the "treatment" is there to make the public think that perhaps they are somehow improved. The jails often have some GED programs, or some group 'therapy', especially for substance abuse, but thats about it

I have this theory that the most any sentence should be for incarceration is seven years. After someone is in jail that long, there is basically no recovery possible to a normal life. I know that has implications for worse crimes, but there just isn't any rehabilitation possible after someone has been in jail longer than that. Some think there is some justice with longer terms, but the govt deciding justice is sort of a fools errand
