The thing that makes the rule good is that it's more lenient than mainstream modern day takes. A 30 year old can date a 22 year old, 34 can be with a 24, 27 with a 20. It's not perfect, but as a starting point it's refreshingly sensible and lenient. "Age doesn't matter past 20" would be a better rule but the rule is tolerably okay compared to most takes on age gap nowadays.

15/2 plus 7 is 14, formula technically works but might be too strict (15/13 is probably okay)
16/2 plus 7 is 15. Maybe too strict, 14 might also be alright.
17 = 15. Seems about right.
18 = 16. Close enough; 18/15 might also be fine.
19 = 16. Sounds right.
20 = 17. Reasonable.
21 = 18. Pretty accurate.
22 = 18. No problems there.
23 = 18. Sure.
24 = 19, okay
25 = 19, accepts an age gap that many would condemn in common day
26 = 20, reasonable

So the formula works well for 17 to 26. It falls apart after that due to both sides being adults.

You don't need a formula, but if the topic being discussed is "Does it work okay?" then the answer is yes, it works okay. Some line up so well with reality that they're almost inarguable; most 17 year olds would see 14 as too young and 15 as okay, same with 19 seeing 15 as weird and 16 as fine.

I don't use the rule or think anyone else should, though. It's just a cute little rule to be briefly admired for working surprisingly well, but that's different from thinking anyone should actually use it.
