you need to go to thailand for them. post-puberty the body does not have the epigenetic framing to make substantial alterations to its fat deposits unless you take meds specifically for that, and even those are chasing the after image of pubertal growth.

They do, but local cis women don't look like OP vidrel, they're skinny/skinnyfat, don't really have hips, have pronounced shoulders, and it's considered hot. Fat girls tend to have pretty big gut. Girls with massive hips, but slim waists are a rarity, and they're usually mixed with Indians, Indians are very bottom heavy.
The only SEA girls that might have that build somewhat regularly are pinays, but that's because they're historically mixed af.
