I think that ultimately the only thing that matters is that people taking HRT have dysphoria.
People who socially identify as 'men' or enbies but take HRT because they have dysphoria are valid. People who socially identify as trans women but don't have dysphoria are not valid. I wouldn't even consider the non-dysphoric types to be trannies, they are just transvestites.
The overwhelming majority of people who end up on HRT have some amount of dysphoria.
