This isn't necessarily true. All the way back in the early 2000s they tried to make mice with two mothers by converting one egg into a pseudosperm cell and using that to fertilize another egg. And they did in fact have a successful birth amongst all the failures, a mouse named Kaguya, who was healthy enough to eventually have babies of her own through natural fertilization (picrel)
Considering the age of this study (20 years ago!), I sincerely believe that if more time and money were put into this, a lot more successes could be achieved

It's less of a biological difference and more of an ethical difference. I'm almost certain they could try it with human eggs and achieve at least one successful result like Kaguya. The thing is that along with Kaguya, there were hundreds of failures, be it eggs that didn't fertilize properly at all or ones that led to mice that died prematurely. Experimentation on any kind of human life is extremely controversial and hard to get approved, even when it's things as simple as harvesting stem cells from inviable (aka would die in the womb) embryos. If people make such a big deal about individual women getting to abort a pregnancy, can you IMAGINE the outrage if scientists were to create hundreds of doomed lives just to get a single successful daughter for a lesbian couple?
