Personally I feel that as long as you have enough remaining hair that a hair transplant can fix any MPB issues and your "hormonal age" is still such that you have a neotonous or feminine hair/muscle distribution, it is categorically not too late. But again, if it's close to being too late you have to go absolutely all in with no reservations.

The age of 25 is in demand babe and your parents' income stops getting counted on the FAFSA at 25 so you get way more financial aid with minimal extra effort
Biggest hurdle I've had is that in STEM they expect you to still have pretty good memory of late high school classes like Chem and Trig so I struggle a bit with those when they're expected knowledge
