Imagine being retarded, and not understanding the Marxist theory of the state. Bureaucracy is a fundamental part of Marxism. To Marx, the growth bureaucracy is the end result of communism because the state will transition to an administration of things to manage the economy.
That is largely what happened under capitalism too as populations grow, and there needed to be more problems to solve as populations must create new ways to create supply chains and logistical manage resources across larger populations.

In fact, all socialist countries did it. Milton Friedman went to Yugolsavia in 1960s and 1970s and took notice to the phenomena. Bureaucrats, in the Soviet Union, did not just look at spread sheets all day and dictated everything a room. Firms had some autonomy to follow the economic plan because it's impossible to manage resources otherwise.
