We know from the data that most shootings are crimes of passion/crimes of opportunity. Kirk might've been saved if Utah had a waiting period, because I'm guessing that the shooter decided to kill Kirk only a week or two prior to him coming to Utah. Do I know that for sure? No, I'm just speculating. But I don't see any reason to think (at least, not at this point) that the shooter was planning this for months and months. A waiting period would've meant that he wouldn't have received the gun in time to kill Kirk.

Can you, specifically you, get a gun from a criminal? Like, right now. If I gave you a thousand bucks and told you to buy me a firearm on the black market within 24 hours, do you know someone who will commit a felony by selling you a gun? The vast majority of people don't. It's harder than you think to get a firearm like that. Besides, criminals can't wave a magic wand and have a gun appear through the power of crime. Criminals get their guns from all sorts of places, but the people they get their guns from get them from Bass Pro Shops, or Walmart, or a gun show. Make it harder for guns to enter into general circulation at the source, that leads to less criminals reselling guns because there are fewer guns, that leads to existing black-market guns becoming prohibitively expensive, that makes it much harder to get an illegal gun. Granted, you need several years of nationwide gun legislation before you start seeing large effects like this, so this wouldn't have worked for Kirk.
