It's called: a poorly written Mary Sue.
From the get-go, Lacus is introduced as a character that serves as the deus ex machina. The Great Enabler of Asspulls, if you will.
And she can do no wrong. Always knows exactly what to do; and even though all the chips are down, still manages to have them land in her favor. Consistently, perfectly, flawlessly. Meticulously. Calculatingly.
You know where I'm going with this by now, right?
She's the kind of person where you can't help but remark: "Okay lady, you are either one insanely lucky specimen; or you have some SERIOUS skeletons cooped up in a few wardrobe-sized closets somewhere. And nobody is that lucky."
