I caught up to Gavv on a 10 hours flight (basically the whole first cour) and my thought on it was that the episodic writing was very 90s/early 2000 Sentai-like. The day to day arcs are character focused, but the status quo shifts and character development are done gradually over the course of the show rather than characters being static with the "big character growth" arc coinciding with the mandatory upgrades, which is something Rider has gotten a bit stale at because of how many upgrades there are.
My main concern is that even with that structure, you still need to develop the villain group to an extent to have a satisfying finale, or you end up a bit like Double. The final two arcs were fantastic development capstone for both Phillip and Shotaro (and even Terui before that with both the Accel arc and the Old arc), but Museum as a whole fell flat as villain, and Foundation X never took off as a cross series super group Double kind of built it up to be. Stomach right now has even less to work with than Museum, and the remaining key players (Bocca, Nyelv, maybe Zombie Suga) are still in Q2-level of villain progression. Though it doesn't really help that Q2 is basically spent entirely on Suga and Hanto's arc
