Riots and rebellions demanding freedom were happening all over the Soviet Union, and their economy was on the brink of bankruptcy. Nobody believed the Soviet Union was invincible anymore and it's intimidating aura was gone.
Back then, Tomino was extremely hopeful that the age of peace had finally come for the world.
Hathaway is supposed to represent those old Soviet Military Generals who were using force to put down rebellions, and desperately trying to keep the Cold War going. Even trying to launch a coup to form a military government. But they failed miserably and we're executed.
Hathaway couldn't let go of Quess and the past. He wanted to war to keep going. But Neo Zeon was gone. Even Char was gone. All the solders had gone home. Amuro's ghost warned Hathaway that if he continued on this path that it won't end well for him, and he won't succeed. That Hathaway should just find a good woman and go live a happy life. Hathaway refused. He was given multiple chances to leave cleanly and not get caught. So he loses and dies miserably and accomplished nothing. Like those Soviet Generals.
