Earlier raws already said the demon queen was in a stolen giants race body. The demon queen expended her stored mana by trying to use her world remaking magic spell the second she woke up to erase humanity form the planet. Yidra saved everyone by activating the spell canceling effect from the Royal Mage Scepter she got from Shauha. Without any mana to use to fight the Demon Queen activated the giants race special ability she stole UltiMail Saturn, giving her a suit of armor that raises her physical abilities to be unstoppable. But fighting the weakened heroes was too much of a hassle for her so she sends Domad after them and says she is going to take a nap. Domad immediately kills Lowji since the heroes sword and it's mana stealing ability is the only real threat.
And now the newest chapter. One of the giants from the seal on the Demon Queen (Lanath) manages to save Lowji by fusing his soul to Lowji to help re-anchor it to his body after Yidra finished healing him. They now both share control over Lowji's body. The Demon Queen has possessed Lanath's sister when she revived the last time and he wants to remove the possession and save his sister. Lanath equips his UltiMail on Lowji and reforges the Holy Sword with his armor ability. Domad says Lanath was the most threatening of the giants because his armor's ability perfectly copies the strength of the enemy he fights, so Lowji is now just as strong, fast and filled iwth magic as Domad, who can only be harmed by someone with higher magical power. This power is also feeding the Holy sword and supercharging it. Lowji holds off Domad so the rest of the team can fight the reawakened Demon Queen in Kizuna Kaiser.

Local Heroes. From my understanding the idea of Local Heroes is that they're meant to specifically represent the culture of the area such as their historical sites or local industries to promote the community or generally advertise things like recycling, traffic safety, or other community efforts.
Kizuna Red would most likely just be a cosplay though given the vocational school seems proud of the mangaka they could very well do a promotional event with a pro cosplay of Kizuna Red.
