So the oldest Rider protagonist outright was 51 with Black Sun but that's aimed at an older demographic (At minimum teenagers, at old enough one of the merchandising pieces they announced was cards for betting money on boat races). The next oldest (and the one to actually be in a mainline TV series aimed at the core demo) is Hibiki, who was 31. So Toei skews younger, but Bandai clearly doesn't mind older - Ultraman Blazar's lead was a 35 year old father played by a 35 year old man.
Nitta is only 5 years older than that, is clearly in good shape given he's being used as a suit actor (plus other suit actors like Eitoku are 7 years older than him). Additionally, if the theorizing on them doing mainly virtual backgrounds with little outdoor action is true, it'd be a safe enough environment to have the face actor also be the suit actor, the reason they stopped was due to accident/insurance reasons but if he's always busy at the studio in a safe location they may be more content with it (plus they'd just give him an understudy suit actor anyway, same way Marika in Gaim had Satoshi Fujita).

This is all to say I could be completely wrong about all of this, but there's evidence declaring it as not being impossible.

While not a mainline TV production, SKR made sure all the face actors were their suit actors. Hongo and Hayato had understudies for the unused Shocker Rider fight, but it's them in the suits for nearly the entire thing outside of CG.
Mind you, this was probably the highest budget Kamen Rider production (which includes insurance coverage) of all time and was being helmed by Hideaki Anno who would be given far more leverage than a relatively green producer like Minato. But it's proven Toei is willing to tolerate it if the material is interesting and the spearhead pushes for it.

Black RX could have a lot of potential for a retelling like Spirits since he could actually show the Riders fighting Crisis forces around the world and integrate them properly into RX's story.
