They're trying to do too much at once. You've got the ring tournament. You've got the evil AI villain. You've got sixth trying to be a god. You've got the brocon general. You've got each mecha having a personality plus the toy bear robot. Not to mention the core cast's individual goals. No time for anything to really be explored.

After this episode it feels more and more like the only satisfying answer is him just being a scumbag on his own, since if you want to say he's been working against June you'd need to explain stuff like how he knew Mashiro existed, how he knew June needed all the rings to actually recreate the world, and scenes where he's not interact with Hoeru but is still being a prick for no reason.
