Because the producer made the show as any other Sentai season in spite of celebrating 30 years of the franchise, most likely because the year prior the same producer had to spend a lot of money on Dekaranger having 3 new suits per case (although 1 of which would be made with cheapers materials and the other would reuse existing suits) and sell the sci-fi setting that the show was going for. The reason why Dekaranger was able to spend this much money was because the president of Toei at the time specifically requested a cop Sentai due to his fascination with cop dramas and was willing to spend more money on the show to guarantee its success, before him asking the staff to make a cop season Dekaranger's/Magiranger's producer actually wanted to make a Sentai with a train motif.

Liveman is weird, the action is a mixed bag, I found the red ranger to be an asshole for the first half, they later introduce two rangers whose whole existence is an asspull so late that they can't get proper development and so many people die in this show to take seriously.
But Liveman is the only season that comes to mind where the main trio equally feel like they're the protagonists, the actual story is great, Blue and Yellow are amazing and the villains are also great all around.

Basically Toei gave exclusive distribution for Super Sentai action scenes to Saban in the west, this means that Toei can distribute Sentai in the rest of Asia but for the west and worldwide streaming platforms they need the approval of Power Rangers' right holders, which they usually never give so that it doesn't compete with Power Rangers.
The other problem is that Saban is one of the most stereotypical jews of all time, so for anything that releases worldwide which ahs anything Super Sentai related or inspired he can claim they're ripping Power Rangers. It's why Toei really had to fight to release those King-Ohger maps on Fortnite since it's a game that's available worldwide or why we never get Super Sentai for Super Robot Wars games that aren't gachas, since including Sentai would mean the publishers wouldn't be able to release translations for the games. It's also why Saban was able to force Final Fantasy XV and Chroma Squad to not only remove the Super Sentai inspired designs but also force them to pay them royalties.
