Plex and Bandai design all the suits and toys but the producer is also heavily involved and can dictate changes or specifications, the producer is also the one that usually decides the motif.
For example Legend was originally meant yo actually look like a Gotchard rider but then Minato told them to make him look as if he was Decade's tertiary or Omori being very hands-on with the designs of all of his henshin devices, IIRC he came up with the idea of the Bug Visor and how it would go from a weapon to a belt.

That's one aspect of Build that I really didn't like, so many Best Match forms that realistically half of them wouldn't have been able to be made in the show thanks to a good number of other Riders and Kaijin's showing up as well as Build's upgraded forms taking center stage after Q1. Good ass movie. Femme was way more likable than I expected and its neat seeing the first female Rider. Her actress was really good too. Mirror Shinji was a great idea. His actor is great at acting like an awful person. I liked being able to see Shinji fight without holding back. The movie monsters were pretty creative too. I'm not sure if the Yui reveal landed for me, I feel like it was pretty obvious it was something like that and that should have been revealed way earlier in the series at least more blatantly then that and the Shinji backstory was pretty crazy. The only real blemish the movie has is the lack of Odin and the ending is very??

Is it popular to like the movie version over the TV version? I feel like I'm an outlier right now that isn't the biggest fan of this series overall, I like the concepts just not some of the execution.

The Sengoku Driver is still one of the best drivers ever made in my eyes. Faceplates invite you to pick your favorite rider and lockseed together with a total of 4 different standby sounds, and if that's not enough the Genesis driver unit adds another layer to it by turning them into gaia memories at home.

Combos were perfect for the idea of having upgrade forms even with the base forms being a thing, with how immensely more powerful they were compared to subspecies forms. It was mainly due to the Wizard > Ex-Aid era. People loved the Wizard suit for some reason before the show started, hated Gaim's fruit theme, then thought Drive was really dumb due to the tire, but love Ghost's design and how "cool" he looked compared to Tomari in his pre-series appearances. Then there was of course Ex-Aid with what was considered at the time the worst looking suits ever but the show ended up loved.

Afterwards we haven't even gotten anything as divisive as Gaim initially was or Ex-Aid, design-wise. Gavv did have the snack theme, but the main suit is basically a blander Zero-One.

Geats advertised it horribly to the point you forget they even can do it at all. At only like 6 retail release normal sized raise buckles the "build a belt" idea was pointless, armed buckles which were seemingly meant to pad out the line failed horribly because why would kids want a toy of something that every character in the show says sucks. There's an entire NINE unused Armed Buckle sounds compared to the released SEVEN. The geats line in general was a waste of potential really.

Swordriver had potential, I really liked the illustation gimmick, but it was both long winded and reptitive hearing the same transformation line for every random combination. OOO is my favorite for non-electronic collectibles since I don't like the sounds for random transformations in the buildriver or swordriver.

also I just don't think items that use one collectible at a time are exciting. They will sell all sorts of collectibles that basically never appear on screen for more than a minute, most of the time just giving them concept art forms at best but never do anything with them. Gavv has the "skill" gochizou i think they're called, it's nice to see them get used. But I wish they had something like the Fullbottle Buster.
