I was already re-reading the finale threads of every Heisei Rider because of nostalgia and I then asked myself the question so I did it. Really turning around to Zeztz, the plane shot in the last PV looks good and most shots in the last PV and in the magazine are on location which makes it weird that we have only gotten one set leak. In order for Bandai and Toei to do that they would need to change presidents. Even then Japan has been really pushing against the US as of late. The only big Japanese company I see doing a push for western representation is Shueisha anf at least the volume releases of the manga from their biggest magazine Weekly Shonen Jump have been on a decline even if they're still generally selling well.

A few threads ago in /ssg/ somebody floated the idea of a shoujo-esque Sentai, and I think that might work? Definitely would have a better chance than trying that with Rider, even as a side project like Black Sun or a 100% original V-CINEMA.
If they went through with that, though, I would love for them to get Narita Yoshimi or Kingetsu from the Precure side. Both can and have written more serious stories and I think they could pull it off.
