It's the message Setsuna embodies (as do many Gundam protags) and whenever it goes wrong it's individuals that are blamed for getting in the way of it being achieved and not the idea being completely unrealistic and sappy, yeah.
Anyway my point is that the setting itself doesn't serve any other purpose than to try and present the usual Gundam story in a more "relevant" way, you can completely change the setting without changing the characters or story much
