The Alliance government in Wing were assholes, they ruled like dictators. Civilian communication and travel between colonies weren't allowed, you needed to be a politician, military, or some kind of VIP to be allowed to do either. Some of the worse-off colonies with angry residents were perpetually "occupied" by military forces that acted like local warlords and gangs, such as the colony Duo grew up on. Sometimes the Alliance forces would just plan to murder colonists wholesale, like at Wufei's home colony. The Alliance originally intended to exterminate the colonists who were suspected of being "dangerous elements" with the excuse that it was a very old colony that needed to be demolished, except they were going to do it with biological weapons.

OZ was different and acted in different ways. They were loyal to the Alliance way back in the beginning, and they were the ones who secretly assassinated a popular politician in the colonies who was calling for improvements for colonists way back in AC180. But by the time AC195 rolls around, OZ and Romefeller work together to overthrow the Alliance on Earth. When OZ expands into space, they actually take the diplomatic route with the colonies. Instead of controlling the colonies by force and just becoming the same oppressors as the Alliance just with a different name, they start peaceful negotiations with the colonies and are completely polite and generous, which easily wins over almost all of the colonists and the colonies. OZ even deploys mobile dolls to destroy the space mines that prevent civilians from traveling between colonies, and they reinstate communications.

What is OZ's goal in encouraging the colonies to militarize themselves? This is the only aspect that was unclear to me in the show. Trowa infiltrates OZ and when he fights Quatre, even debates that their purpose may be over because OZ has fulfilled their goals even if it's not in a way they wanted.

You mean when the colonies start installing all those beam cannons? It's either anti-Gundam defenses and/or those colonies might have been former Alliance strongholds. The Gundam pilots stole HLV shuttles and went back into space. The civilian leaders on the colonies might think that the Gundams could attack them as revenge for taking the side of OZ, and it'd probably be easy enough for OZ to convince the colonies that way during their talks. Since Romefeller is funding OZ, they can afford to install those defensive beam cannons for lots of colonies.

In episode 17 there's a scene with a bunch of colony politicians debating whether to accept OZ's offer of support, the old guy is saying "don't trust OZ, remember all the awful shit they did?" while the younger guys are saying "that's all in the past" and "those are just rumors with no evidence". In the end, that particular group of colonies end up declaring in a worldwide broadcast that that they consider the Gundams to be their enemies now because they have decided to ally with OZ.

If you're wondering if it becomes a problem to arm the colonies, it's not a big deal to OZ because those small turrets are for short range defense only. If OZ wants to threaten or blow up any belligerent colonies that they can't win over at the negotiation table, they can just use the giant cannon on their Barge fortress, and not long after OZ\Romefeller moves into space, they started building Libra which was planned to be able to do the same thing.

Windows on space colonies are not some kind of wistful sci-fi bit. The O'Neil Cylinder is so named because it was designed by an actual researcher. It is intended to be a scientifically feasible construction; uses windows because it is genuinely intended to absorb and reflect sunlight into itself. This is a commonality to several different proposed types of physically feasible space colonies.

More or less, but it turns out to just be vandalism of property. He was already laughing manically when his father died and sister was injured. Then they sorta just forgot that happened and blamed the madness on the Wing Zero's zero system.

The design makes sense though; low/no-grav areas for specialized production and shuttle docking/launching, and a gravity ring providing living and work spaces. Also, no windows, so building into the walls would be practical for additional space if needed.
