It was praised for its first 8 episodes and some aspects of the final arc, but the general consensus is that the show is eh.
We don't know why but the main writer left the show after episode 11 and didn't properly return until 26, it's why Cannonborg is the only villain that doesn't have any thematic relevance with the whole anti-commercialism message that the show is going for until they retcon his whole deal on episode 29.

Slapstick and whimsical stuff has always been in Sentai, all the way back to Gorenger. Carranger was both a parody and a course correction. Carranger wasn't just saying hey lets goof around and be silly, Carranger said fuck it, let's get drunk and drive off a cliff. Sentai had gotten stale and ratings were down, Carranger was so on the nose self referential and unserious, that it was basically the Sentai equivalent of what Police Squad and the Naked Gun movies were to police procedural shows.

One of my favorite toku production fun facts is explosions are made by a doodad called the "Shamisen" (even though it looks more like a tashigoto) which is basically just a car battery wired to a bunch of squibs in a plastic casing and by applying grounding rods to different parts of it you light up different squibs letting you have different orders and patterns of explosions. There's a really good video showing off how it's done with an English dub (I think it's an NHK documentary) but I haven't been able to find it in years.

Why is Shirakura making decisions if he's not the producer? Why did he get them for Zi-O and not get new actors to play past Riders? These explanations don't explain anything at all and just show he needs to be removed from most if not all influence he has.

Because Gokaiger already did it so why do it again? Especially because this time they won't be able to get as many returning actors because the main reason Gokaiger got to do that was because the 2011 earthquake cleared everybody's schedules, so if they did try to pull a Gokaiger again, it would be closer to a Zi-O situation where they have to write the scripts purposely vague to adapt to whichever actor they're able to get which would be a bad thing.
At that point it's better to do something original while throwing some sprinkles of returning toku actors for fan service, specially because every season since Kiramager sans Donbrothers already brought past actors to reprise their roles, and in Donbrothers' case the actor they brought back despite playing a different character he still transforms into a variation of the same hero he was in his season.

Takebe pushed for the past Riders in Zi-O arguing that it'd help the tv ratings, but in the end Zi-O didn't have a noticeable ratings boost.

And Gozyuger is Daigo Matsuura's first series as the main producer, which is probably why he consulted with Shirakura so much during pre-production. Same thing happened with Yousuke Minato in Gotchard.

Shirakura didn't make the decision to bring back past actors in Zi-O, Toei's head executives and his assistant producer Takebe did. He really didn't want to bring past actors back which is why all the protagonist ridewatches released in Q1 so that he wouldn't have to shill them past that, but the popularity of Zi-O resulted in a bunch of past actors requesting to come back so he had to walk back his plan.
With Gozyuger's case, the show is being made by Shirakura's apprentice Matsuura. The interview states that Shirakura suggested him to approach the anniversary this way but didn't enforce him to do so. Chief producers often have meetings with Tsukada and Shirakura during the pre-production and also sometimes ask them for help. Also they need to stay because those two are best producers out of the ones that have been promoted, I guess Hikasa is still around but he's much less prominent ever since he stepped down as president of the Tokusatsu division back in 2024, but he did do the Blade anniversary stage show so I guess he can help and give suggestions like those two of requested.

I bring up the ratings issue because it explains why Shirakura didn't bother afterwards. They haven't outright talked about it directly, but the reasoning used to convince him to go for the past Riders in Zi-O was explicitly tv ratings.

There's even a quote on the Japanese wiki from an early series interview where he goes on about Build's sales and box office being good, but its tv ratings were weak, so they pushed the past Riders in Zi-O hoping it'd help the tv ratings. So, the lack of tv ratings boost explains why he didn't bother afterwards.

Ultraman Tiga has cardboard characters and Tiga has no presence and changes personality to whatever the episode is. I'm aware I'm in the minority for this and everyone loves it, but I don't care. The only consistent characters were the rest of GUTS.
Ultraman Dyna had the producer force him to address the antagonist in Q3 because he didn't want to write them anymore. Same character issues but on the rest of the cast. The opposite problem of Tiga.
His side of Kamen Rider Ghost had similar issues, but I cut him some slack because of producer interference and other production shit.
Ultraman Ginga is a disgrace. Same character issues, but worse. Like he didn't even want to write it.
GRIDMAN is loved, but I hate it for the same character issues. The last act is bad.
Kamen Rider Saber is a complete mess. Even after it sorts out Q1 issues, it throws so much shit into the mix that half of the cast has to change drastically to keep up with the constantly-changing plot and motivations.
Kamen Rider Gotchard had the same issues as Saber but with better written antagonists. The last arc of the show is barely coherent and the production notes say he's not going to address part of the plot because he didn't want to do it anymore, like Houtaro's dad. Akiko's episodes there were bad too, but that's my opinion.

Gaoranger is the true anniversary season, the reason it didn't get a summer movie is because Kuuga didn't get a summer due Arakawa's art block since their summer movies are always paired together, so since Kuuga's movie didn't enter proper production neither did Timeranger's.

Out of curiosity, how is Gao generally regarded? I'm about to finish it and for me I found it kind of mediocre.
-half the cast was fairly bland, yellow, white, and silver being the stand outs
-org attacks usually boiled down to an awkward spinning attack or just throwing an object and it exploding
-orgs powers didnt really evolve when they'd become a giant and you'd watch the gao members fall for the exact same attacks but in mecha form
-main team felt particularly weak, almost all the battles after the first half felt like they barely won or really shouldn't have

Getting all that negativity out of the way though.

+god tier ost, really every track felt perfect
+even though the character driven story took a back seat the scenarios each episode set up were consistently interesting
+genuinely good humor

Personally I quite like the cast and villains and while I don't consider the show be Top-Tier or anything because the plot feels very safe I thought it was a pretty neat season overall. I don't remember disliking the Mecha fights aside from whenever it used CGI, I remember liking the choreography overall although I remember that for some reason the show would very awkwardly cut the black ranger from fights whenever it wasn't his focus episode.
All that said, when I asked about what people thought about the show back when I finished the season, I remember most people here having similar opinions to you, overall considering the show to be pretty avarage, so you're far from the only one.

Actually, the mecha fights were decent outside of how often they'd get beat and the reused monster gimmicks. They were more entertaining then, say, Shinkenger's (which isn't to say shinkenger was bad).

And yeah, its definitely not a bad one, just sort of middle of the road. I didn't hate my time watching it, but I'm definitely ready for it to be over (3 eps to go). Hurricaneger is next.

They definitely did, which made their attacks so disappointing. It wasn't until around the last 10 episodes where they finally started giving the orgs some gimmicks to their attacks and varying them up beyond what had become the standard up to that point. This also kinda played into the frustration of seeing the main cast getting beat up to the same gimmicks over and over again as it went.

of course, it always feels a bit silly noticing some of this stuff in a show for children, but when the sentai before it didn't have these problems its just odd to see it take a step back. Beyond that my friend who recommended it swore up and down on it and I tend to be kind of critical so I wanted to make sure I wasn't being overly critical.

It kinda made me realize the importance of character driven stories. I think toku falls into two big categories, character driven and scenario driven. A good toku captures both of these, but its completely subjective which a person finds more important. For instance, I think the scenarios presented in Gao are more interesting then, again, Shinkenger, but the character explorations and stories are a lot weaker. Finding a good balance of the two is when you get something really special.

The wanking was there, but it got way too obvious when Yayoi and Plezuon debuts. It's just more blatant since Daigo just had the big focus with Bunpachy arc, so when he's the big focus again it becomes too apparent. And then the Carnival upgrade and the rest is history. Hell iirc in the body switch episode which was a Souji focused episode by the big moment was Souji delivering a speech while still in Daigo's body.

I thought it was funny at the end how they just threw in concept art for several of the ones that didn't make the cut. Still, all the designs for what were there were really great. A big reason is simply the fact that in Shinken the mech's and their fights felt more like an afterthought or that they "had to be there". None of their fights were terribly memorable and the mecha design was also pretty bad (including a large area on the design just being a cloth shirt breaking the entire mecha illusion). Beyond that, the final version of their mech did my least favorite thing where they just keep stacking robots on robots until it looks like a big mess.

Beyond that, Takeru was a bit bland as a red but the ending made his distance and "blandness" make complete sense so its a bit like Blade in the fact that the final stretch really elevated the whole show.

Timeranger just felt like the full package all the way through though. All the characters were great, they maintained their individual growth, drama, and conflicts while presenting interesting scenarios each episode (a lot of them feeling like homages to various films and genres), the mechs had amazing designs, the choreography was great, ost was top tier, just everything felt incredible. One of the few series in general I have barely a critiscm for.

They were actually my favorite part of the show. They had the Jessie and James thing while also having more character growth than the entire main cast. It was interesting to see them rise to power, lose it, then rise again. About my only gripe was that I really wanted Yabaiba to get revenge for Tsue when Rasetsue used and killed her.

Bandai probably just think they won't be bought by enough people to make them en-masse.
Ultraman can get away with it for example because the monsters are basically the secondary main characters of the franchise that keep re-appearing.
