I don't think anything matches that description. Closest thing I can think of is High-Macs Simulator but there is a story and I don't remember if you can customize the controls

The MechWarrior games, if you don't mind the graphics. The Battletech lore will make you waste many weekends at sarna.net but you can ignore it in these games – they are self-contained for the most part and it's all about the simulation gameplay, even though stuff from the tabletop experience like melee and the Highlander Burial are lost.
2 and 3 are great. My favorite is 4 and its expansions, even though some people don't like them as much (indestructible legs were a dealbreaker for many); the Mercenaries branching campaign is excellent.
I never played LL, Online or 5, so I can't speak from personal experience. The last 2 seem alright, despite making you sink money for good 'mechs.

Sorry, my wording wasn't the best. What I meant was, that the mech customization isn't so complicated or so required to play the game, so I don't need to learn this aspect of the game so much, instead of focusing on the core gameplay and controls.

Mechwarrior 5 has some story but you can basically ignore it and enjoy the sandbox. It's not that hard to get into and it's relatively enjoyable.
Online I have played the most, but it has a steeper learning curve. You really have to work at it a bit to get a good grasp of tweaking your mech loadouts and optimizing them, but also it is one of those games where teamplay and communication are critical, and going solo rambo mode will get you nuked really fast. When I picked it up myself I just got wasted by LRMs from across the map over and over 'cause I was retarded, but you really have to learn how to move around and behave to do well.
I honestly really enjoy it as a fun sort of tactical mecha game, but it takes time to learn your way around it, but very rewarding once you do, between the customization, the teamplay, and how fun it gets when everything syncs together.
