All those Turn A Characters are drawn with European facial features and colored ambiguously brown. It's left vague enough by design to where they could be any number of tanned ethnicities like Spanish, Southern Italian, Mediterranean, etc.

Most of you need to realize that many Japanense artists didn't want to add blacks to anime out of some sense of "racial equality" or representation. They wanted to add Blacks to anime because they wanted to draw and get practice with different paint colors. Blacks were simply another tool for drawing practice.
