Xi and Penelope are such bulky, over complicated designs that it's hard to do anything dynamic with them, and them being CG models makes it even more severe because that means they can't even do animation cheats to make them look cool, they're prisoners of the designs.
Like the saber clash scene, the bulk means there's almost zero angles where a saber clash can look good, and even that's meant to be a "the Gundams look at each other" type thing looks off because Xi can't turn it's head. And Xi's double ended saber looks like it should be constantly cutting pieces of itself off it's so awkward.

The FIX Xi and Penelope are a perfect example of what he meant, they were redesigned to seriously cut down the bulk

The consequence being in exchange for looking like they could pose and actually do things they really did lose the uniqueness of the designs, they looked like generic Katoki frames with a bunch of armor stuck to them

I don't really think it's really necessary to do that because the whole thing is sci-fi and takes place hundred years into the future.

They've already depicted some of these places (like Hong Kong) in other works before and it's just better to build upon those moving forward.

It's extremely jarring to see, especially if you watch UC chronologically, futuristic cities basically turn into "Place in 2025, but with mechs", because it makes it seem like there's a tech regression that has been going on within the UC timeline.

Aside from the tech required for the setting in military and space travel, I always felt like Gundam avoid "futuristic" city designs. You got 80s clothing and cityscapes not some attempt at futurism. I guess they associated crazier designs like those with older Super Robot shows with their special labs and body fitting pilot suits (even if most of the world was still modern too), and wanted to avoid them.

MSG might actually have some of that, like the Zabi's insane palace and the form fitting pilot suits. But by the 80s Zeta and CCA clearly tried to move away from all that.

Like, this is Hongkong in CCA. Even the cars and such aren't futuristic.

The problem isn't 3D it's that almost every scene involving the Xi and Penelope, both in part 1 and the part 2 trailer, look like shit even compared to other 3D mecha stuff.

Fukuda actually addressed this in one of his many posts on why he went for CG; the initial upfront cost is higher, but the models can be reused perpetually with little to no updates afterwards, leading to lower animation costs long-term, which he said is especially important in the mecha setting, as there aren't as many artists who still specialize in drawn mecha animation.
So if Bandai decided to make the SEED 4K/8K Re-Remaster to replace all combat scenes and stock footage with new and original combat scenes, they already have some high-detail (not amazing detail) models to work with, and the costs of making the remaining CG MS models not featured in GSF would pay itself off in short order.
