Gavv is plenty dark, anon. The main character is a halfbreed rapebaby who fights against his family's drug empire that is run off of human livestock. It's about as dark as Reiwa has gotten so far, and close to some of the darker settings in early Heisei. Just because it's got a lot of pastel brightness doesn't mean it doesn't deal with some dark themes.

The show never gave any reasoning for that behavior, though. It kind of hinted earlier on that he might be keeping them miserable so they wouldn't become "high-quality spice" and thus less likely to be victimized by other Granutes. Agito, Kiva, Gaim, Ghost, Saber and Geats lean rather heavily on it, to the point the stories of 4 of them are greatly inspired by religions such as Christianity, Judaism and Gnosticism. Some shows like OOO, Wizard, Zero-One, Revice and Gotchard also have some religious/occult references. Most shows tend to lean more towards sci-fi though, but that doesn't prevent them from featuring stuff like churches, temples and priests once in a while, since they're still part of Japan's daily life, they're not afraid of depicting them.

Actual worst show. All of the characters are either boring or obnoxious while the few that aren't get sidelined for most of the show and end up accomplishing nothing. There was a fan poll on Twitter early on over who was the best character and the top four all became irrelevant.

Protagonist just doesn't have an arc after episode 4 or so. Co-protagonist becomes nothing but a wacky Digimon when the show's entire premise was him being morally ambiguous. Secondary Rider's arc contradicts itself so many times that the final episode makes a joke about it. Tertiary Rider never gets an arc because the writer thinks she's perfect (she's a pre-existing character from one of his novels that the narrator was in love with). Three different villains that turn face have their (completed!) arc nullified by an "actually he was a good guy the whole time" reveal. The main villain's plan is the dumbest in the franchise because he's constantly working against his own interest and just in case you thought that was intentional the show literally never acknowledges it.

Also in this show written during the pandemic the villains end up releasing mandatory anti-demon vaccines only for our brave heroes hijack the news to tell the masses that the mandatory vaccines are evil.

Aside from Gotchard which is a by the numbers kodomo for the most part and Saber having a lot of usual urban fantasy tropes how are the rest by the numbers? Even Zeztz I don't understand how people consider it by the numbers aside from having a lot of tropes from action movies since the plot still keeps progressing forward despite being episodic, more so when compared to the first 6 episodes of Drive or Wizard.
There really isn't a singular problem for Reiwa and Zi-O aside Omori who was the safest choice for chief producer leaving Toei, but all basically boils down to bad luck, every show has a completely different issue while Sentai which aside from having a less experimental framework has had good luck for the Reiwa era after their dry period from Ninninger to Ryusoulger which was the result of staffers' visions clashing between being as safe as possible or being extremely experimental, resulting in everything being a whimper during that period.

Does that really need an explanation? Every Phase 2 show up to that point with the exception of Gaim used the strict 2-parter formula, if you bothered to look at who Drive's writer is you'd know episodic shows are his specialty. Also because the show is inspired by Knight Rider and the station requested a show that emphasized on detective-style stories, and the show taking elements from police detective dramas means it probably adopted their episodic case format. Just read the JP Wiki any time you have questions like these.

You also have to get a writer to commit to the job in the first. It's not just contacts. Being main writer is a full time job especially if you are in the mold of Takahashi or Inoue and writing almost every episode.

The newer producers don't necessarily have the pull and influence with the writers. You see this a lot for Super Sentai and I don't doubt you have the same problem for Rider. For example Matsuura only settled for Akiko Inoue because his first choice didn't take the job. And even a veteran producer like Tsukada couldn't get his first choice Sanjo to do Kiramager.

No, the job arc had nothing to do with COVID. That was all pre-COVID.

Zero-One's first arc and the gimmick of having a company president main Rider were well received, they wanted to continue that in Q2, while the plot originally would have Gai immediately taking over Hiden. Thus the creation of the job competition. This also tied in with production help they received from various job groups, which also like Zero-One highlighting various professions, which allowed for example more varied filming locations.

Only this backfired since it's clear the show didn't know how to handle Gai as a "legal" villain. When the job arc ends, you have several episodes with Gai getting beaten up as an attempt to make up for the audience that disliked Gai and the job arc.

Fukuda clearly has commitment issues, for whatever reason, he ends up going absent for significant chunks of his shows, and it seems like he can only focus writing for one piece of media at a time. Ghost's problems were Takahashi resetting the setting 3 times even though 4 episodes had already been filmed causing scheduling issues and the show being a mess aside from Alan and Adonis which were the only ideas from Ghost's pre-production that actually remained in the show.
With Saber the problems were Takahashi going overboard with the measures against Covid which led to the runtime essentially being shorter which lead to an even more frantic pacing on top of the scheduling issues, abandoning the original setting idea they had during pre-production and the belts of Kenzan, Buster and Slash taking the weapon slot of the toy catalog which meant that they needed to shill Saber forms in their introduction.

We don't know if Fukuda has a commitment issue, he might have, wouldn't be the first time a drama writer has issues adapting to toku look at Blade's first half, but most of the complaints that people have on both Ghost and Saber are Takahashi's fault.

They literally couldn't go through with the original premise because it was supposed to be a road-style show in which Touma had to travel to many different locations, even Revice had to drop this concept because Corona was still going on strong back then. Shibasaki said they planned to have many more guest characters than they did but ultimately couldn't because of the Corona restrictions. And that's why they had to turn several of the show's guest spots into mainstay roles, the recurring side characters were filling the roles of the weekly characters they couldn't bring into the show.

All things considered, Taka-P did a pretty good job given how utterly fucked Saber's situation was, and he clearly learned to manage his writers much better than he did during Ghost.

The problem I have with it is that it feels repetitive since Geats wasn't that long ago, I had a simular issue during Geats where I felt some of the concepts of the villains and the goddess were similar to Zero-One which released pretty close
