She has more than likely seen people die during her time as a rescue worker, although she has obviously never killed anyone. Prospera did say that she cares about Suletta to an extent, but she was always just a vessel to bring back Eri, which is why she raised Suletta to believe her every word, even when contradictory. She initially had told Suletta that killing in all circumstances was wrong, but the moment she shot a terrorist to save Suletta, she easily justified it with an utilitarian perspective. After that, it only took less than a minute for Suletta to rationalize the utilitarian good of killing people thanks to her unwavering faith in Prospera, which eventually resulted in the slap. Basically her line of thought went like "killing people is wrong" -> "but killing people can help me and others" -> "killing people is actually good", which is why she found herself quiet when she was fighting with Sophie, because she realized her own and mother's hypocrisy when it came to killing.
