Sometimes I feel like the only person that thinks Rosamia is both a better character and more likeable than Four. And the episodes she appears in are better too. It's a shame that she kind of sucks in the Psycho-Gundam Mk. II but at least that machine got a good showing in ZZ. This part of the story was fascinating to me.
Anyway, I do think Emma is overrated generally. Sure she fights good and she defected from the Titans which means she seems awesome initially. But then she spends most of the story either on the sidelines or being Queen Bitch of the Argama, slapping people up for not accepting all the bullshit that comes their way with a smile, or chewing them out for having human emotions. It's very apparent that she still remembers all her Titans training. Fa is really the only woman that comes out of Zeta looking like a decent human being.
Roux is like the main thing that makes the first half of ZZ bearable for me so it's good she is up there. Not a particularly deep character but just someone you are glad is there, fun to watch, good rapport.
I understand Reccoa being low of course, her arc definitely feels fumbled and incomplete or unfitting, but that is an incredible score. She's neither pure evil like Katejina or Kycilia, nor ideological like Haman, nor particularly sympathetic like Cima or Hamon, so I guess it makes sense that there is basically no angle from which she is likeable. It's just such a drastically lower score than even widely despised characters like Nina and Quess.
Surprised Sayla isn't right up close to 10/10 since literally everyone likes her. In particular, everyone likes her way more than Beltorchika, who is only a little below her in scoring here.
