The Hizack gets a bad rep for its generator issues but in terms of general performance it's about on par with super prototypes from the OYW (said to be comparable to the Galbaldy B- which only saw slight upgrades from its Principality counterpart). If you're taking before the series into account then it becomes a reverse turtle and hare, slow zeon turtle sees federation hare napping on the start line and gets ahead making slow steady progress (waff > zaku 1 > zaku 2), fed hare wakes up and immediately is at the finish line with it's gundam.

Act Zaku with even the magnetic coating didn't help them much.

And so, technically dumb feddies and 'tans did extreme R&D gymnastics involving the T3 just to reinvent the Act Zaku with no wartime stress or production strain, all to deploy it hand-in-hand with the actual Act Zaku during the Gryps war, which was slightly more operationally obsolete only due to less modernisation add-ons like the ballute system and the better generator for a pair of units to handle a mega launcher.
Gryps war was the shock point for marking both Hizack and Act Zaku with being obsolete.
But Anaheim was involved in Hizack development so maybe all of this isn't surprising at all.

I think the cheap to make part is the important difference between ACT Zaku and a Hizack, ACT Zaku was all the bells and whistles upgrade which probably ran up more than a gelgoog, while when deisgning the Hizack, the war was over, and so it was just a case of upping the generator output enough to fire a beam gun or saber so it can oneshot any OYW remnants it comes up against rather than trying to keep up with the curve during wartime.
