It's not like there was no precedent of international filming for major tokusatsu, Kamen Rider had multiple Taiwanese produced films via licensing agreement and Ultraman had two different very high budget (for the time and circumstance) TV shows filmed internationally by the time Saban offered a contract. Sentai took longer to be experimental even back in the Showa era, only cycling out a writer after they were totally burnt out. Precure got experimental as soon as the first dip in sales, and they've managed to shake things up more often, whilst keeping the formula mostly intact. Out of 22 shows, only 4 didn't do something different.
Quality is a different metric. I would definitely like to see them take more risks, but I wouldn't want to gamble the franchise on it.

First of all, Precure practically doesn't exist outside of Japan. It's not dubbed in other languages to my knowledge, not even Chinese or Korean, and merch also doesn't leave Japan.
Second, Precure is FAR cheaper. It's a low-budget kids cartoon, they spend less on entire episodes than Sentai does on replacing broken helmets for filming. So the profit margins are far bigger.
Third, Precure's target audience is far narrower. It's aimed at grade school girls specifically, with a bit of older otaku fans that every other franchise has. Compared to that, Super Sentai is supposed to have a far wider audience. So the fact that Precure outsells it says it all.
Basically, Precure is a much smaller franchise made with much less money and targeting a much smaller audience. And it outsells Super Sentai.

I think that might have been a feature, not a bug. It seems like it made with the intention of making it hard for Saban to back out of it in the assumption PR failed horribly. It just happened that it was a huge hit. Ironically if they'd had a looser contract at the beginning, giving him only Zyuranger for example, and PR was still a big hit they'd have been in a much better position to negotiate for a better contract for more footage. But also yeah for the most part nobody could anticipate the power of the internet and that media would basically be globalized within the next decade. It's like how many 70s and 80s tv shows had nigh impossible to renegotiate music rights because nobody anticipated that they'd ever do more than a few syndication runs before going off air for good and season box sets were inconceivable at the time.

A common experience for Power Rangers is that people stopped watching MMPR from S1 onwards because parts of the original cast was replaced, who probably still haven't realised that it's production was done from Japan and that all the Zyuranger footages ran out.

To clarify I guess the issue isn't with a predictable formula or tokusatsu-specific tropes like henshin sequences - it's more that Kamen Rider experimented way more with its own tropes. For example, some Riders have a "Dark" equivalent, and some don't. Some Dark Riders are movie-only, some are the final boss, some are just a clone or something. It's very rarely the same thing several shows in a row until Reiwa started.

We've also seen shows that got ratings bumps, but low merch being considered failures (see Ninninger, where its producer got demoted for a while afterwards). ? I'm confused by this. Pedophiles would already be enjoying the show and buying the merch because it's... you know, about little girls. You don't need to do anything to pander to them, let alone anything that would cut out the actual little girls in your core market. This seems more like an inflamatory slight directed towards the Otaku fans because you're embittered to them. Is your personal baggage really of much value in this?

That aside, something that should also be addressed as a key factor to both franchises here is that there are still far less children in Japan which is in turn making everything marketed solely towards children less lucrative. There are probably about as many adult otaku men and women as there are children in Japan now. Rider has been able to capitalize on both, while Sentai as much legacy as it has just never struck that same chord with other audiences on as widespread of a level as Rider. Hence why now, they're looking to reinvent the franchise as something new.

Usually it is but the cameras Toei used for Sentai just didn't record audio fro so long it just was the habit to not have boom mics on set. A similar phenomenon happened with Ultraman (Though Ultraman had the excuse of a camera that, at the time, was so fucking advanced for picture quality it just didn't have the capacity for audio recording and there were maybe 3 in production use at the time).
