Not quite. Toei created the "Super Sentai" brand that is completely legally distinct from Goranger and JAKQ. They only credit Ishinomori for Super Sentai when characters/designs from Goranger or JAKQ are explicitly used somewhere.

Depends on the show, really. You could easily write off Saber, Geats or Gavv's main heroines without changing the plot much. Now, someone like Sakura is another matter since if she the two main Riders are her brothers. If she died you'd think it'd have a huge impact in other characters and even leaving for some reason also should have impact, in addition to needing the Aguilera plot completely redone. On the other hand, since you want her a Rider, I don't think they'd recast her with a child either. Note even Child Ryotaro basically never go solo action and was always paired up with the Imagin, Liner form getting completely dumped, unlike the original Ryotaro.

Someone like Tsukuyomi depends on the timing, it'd be easy to remove her and just do something else if it's before her backstory reveal. It's only an issue if it's afterwards.

The only Reiwa crossover that used multiverse for their plot were Reiwa First Generation, where it only was mentioned at the start to undo Shirakura's multiverse, Legend/Gotchard and Legend was a Gotchard original character, and Shinobi/Tycoon, but part of Shinobi's basic premise is that it happens in a world where the Heisei era just went on. I guess a multiverse was mentioned in Outsiders but all the series we see are in a single world. Zein planned to conquer the multiverse and in the final battle the multiverse is used to bring about several Zeins to face the Riders, but we don't actually get the returning Riders from the tv series being treated as if they were from separate worlds.

Like I said, in the finale it's shown there were other worlds with other Zeins. But they don't really play any role in the plot aside from giving us Zein clones for the final battle.
