It wasn't dumb at all, it was clever and sincere. It utilized the strengths of the premise almost perfectly, had great characters, a great variety in the action, great music, knew when to leverage sentimentality and most importantly wasn't afraid to take the piss. That scene in episode 1 when Sei emerges and traps that guy and his kid in a lore dump about the Wing is one of the smartest pieces of tone setting in a television show to ever exist.
It went to shit because the core creative team moved on as the series progressed. By the time Try was finished, all of the talented directing and writing staff from GBF were locked in the My Hero Academia mines.
