My CM may have one flower but it has three leaves. I tried the three flowers design using your reasoning, but I didn't like the result. The color of my flower doesn't contrast well against my coat. I used leaves to add some contrast and sacrificed two blooms. Even then, it's not that much of a deviation from canon norms. Lily has three flowers, Daisy has two and Roseluck has one. I love the marketplace and I think it has just as much of a right to exist like the skyscraper backdrop buildings. Many of those backdrops are mostly empty while the marketplace definitely is more alive (especially if you include the parties that take place there every now and then).
On top of it the area also looks really nice.
In general I love the way the two sim parts look like. It feels like an actual town and I also don't want to miss all the green.

We discussed this to death already when the sim was first being built
tl;dr between perma-rez rights, land impact (remember the shopping area is its own parcel), physical access to the buildings, and other such considerations, it was deemed too messy and complicated. The builds would end up as unseen, wasted LI since they'd be buried in upper levels, and we wanted to encourage shop decorations on the ground where people can actually see things. That's on top of the fact that buildings with multi-level interiors would eat even more space, and would require extra work, to say nothing of physical access.

Oh, I'm a newfag to most SL like most anons, so my frame of view only starts in 2023.
