It's not necessarily that society has become more sexually liberal at a legal level in that time period, it's that cultural inertia creates a delay between when the laws are changed, and when the new dominant culture manifests itself.

When you change the rules the system doesn't immediately switch to a new stable/equilibrium/etc state. There is always a transition period where people who grew up under the old rules retain many old behaviors and attitudes that are now suboptimal under the new rules.

There are some analogies that can be made here. One is thermodynamics. If I put a pot of water on a 100C stove it doesn't immediately turn into steam, it takes some time for it to reach a new equilibrium at that temperature. Another analogy is video games. When a patch/expansion/etc changes the game, people's playstyles don't immediately change. It takes some time for players to work out what the new best playstyles are and to get good at them. Everything I said in the previous post was describing what sexually liberal societies look like after they have reached equilibrium, which wont happen for many generations after sexual liberalism has been established at a legal level.
