Anything that can be done to make public lands more productive as a public resource should and have been done first. After that, anything that is desirable should be evaluated for sale and done in a way that doesn't interfere with the surrounding public lands, because no one wants a giant of scrubland but a few choice sites.
Another thing here out west you'll find that some cattle outfits will want to own a few hundred acres just to be able to service their cattle lease on the surrounding lands.

Even here on the east coast where forests are slim and scattered it's super easy to find a beautiful place you can't be bothered if you bother looking. Almost every private mine has been closed to the public, which was a big part of the argument to allow them to privatize it in the first place "but we will just stay open to the public for fee digs!" The thing is, it's not really extra. The amount of you pay to public lands in state income taxes is almost non-existent because of the fee. It's actually incredible how self sustaining state public lands are because of the Pittman Robertson act. The amount you pay in federal taxes is dwarfed by those programs you mentioned, and because there is so little funding is why you occasionally pay a miniscule little ~5 dollar parking fee to use some federal infrastructure, but you can use them for free if you're clever and know where to go, in fact the vast majority of federal land is free to use. Side note - a lot of those fees on federal land are administered by private contractors because of graft from DC. In places where contractors collect fees, very little of the money you pay actually goes to the public trust. It's just plain corruption and has nothing to do with the way public lands are funded and everything to do with legislators giving their buddies kickbacks.

Anyways I don't really have any problem with this when it's administered by the government and not leeches, it makes sense to keep the roads and bathrooms and improved campsites and whatever you use maintained and it's not ever very expensive. The only reason that these licenses exist anyways is because politicians are so resistant to actually funding these intangible benefits to society that they're forced to get creative and justify themselves with revenue, which actually isn't a bad philosophy to have for a public service.

I'm in Deschutes County, OR and it's a similar story here. Pretty much all of the lakes along the Cascade Lakes Highway, Mt. Bachelor (this I'm not COMPLETELY opposed to, the ski resort could be world class if they could put amenities up there and having hotels/condos and restaurants up there might help with the insane traffic), Black Butte and most of the area around it (the rest already seems to be private) and so on. Very little developable land though, there are a couple of small plots at the south edge of Bend, which probably will become mansions, but otherwise it's mostly either way out of town or would be too hard to build on.
