On the New Character of War
BBC: In 2020, you wrote about the need for Ukraine to develop "mosquito technologies"—small, agile systems to counter a larger foe. With the extensive use of naval and aerial drones, is this the reality you envisioned?
Volodymyr Horbulin: The concept has evolved beyond our initial thinking. We originally conceived of "mosquito technologies" in a naval context: swarms of small, fast boats to challenge Russia’s Black Sea Fleet. Unmanned aerial vehicles existed, but their central role was not yet apparent. The technological leap since then has been staggering. No one anticipated the rapid integration of artificial intelligence into drone warfare. This has fundamentally changed the battlefield, creating a 20-kilometer deep buffer zone along the front lines where conventional armor and artillery are exceptionally vulnerable. Helicopters, frankly, are no longer a viable weapon against drones.

Drones are essential as reconnaissance platforms that enable precision strikes. For instance, recent strikes on Russian Iskander missile launchers were successful because drones located them first. But drones alone cannot win the war; they are part of a system that still requires powerful kinetic strike assets.
The Quest for a Ukrainian Deterrent
BBC: You have both mentioned Ukraine developing its own ballistic missile, a successor to the long-stalled Sapsan/Hrim-2 project. What is its status?
Volodymyr Horbulin: Work on this missile is ongoing, and I believe it has good prospects. My view is that it is impossible to win this war without our own serious missile capabilities. Ukraine is home to the engineering school that developed four generations of Soviet intercontinental ballistic missiles, including the R-36M2, known in the West as the "Satan." The people and the expertise remain. They can develop a missile with the necessary range—500 kilometers, 1,000 kilometers, and I do not rule out much further. But this requires time, money, and people.

Volodymyr Horbulin: You must remember 1994 and the Budapest Memorandum. It was a necessary step at the time, resolving many political and economic issues for a young Ukraine. But it obligated us to disarm. On May 31, 1996, we transferred our last nuclear warhead to Russia. In 2001, we destroyed our last missile silo—a silo for solid-fuel ICBMs with a range of over 10,000 kilometers. Each carried ten warheads aimed at the East Coast of the United States. We also surrendered 44 strategic bombers, the Tu-95MS and Tu-160, along with nearly a thousand cruise missiles. Ukraine was a very disciplined party to non-proliferation treaties. We never designed or produced nuclear warheads ourselves; our role was to build the delivery systems.
Rethinking the Nuclear Option
BBC: Given that the security assurances of the Budapest Memorandum were violated, is it time for Ukraine to revisit its non-nuclear status?
Volodymyr Horbulin: Before this war, I might have hesitated. Now, I believe we have the full moral right to reconsider. Russia, a primary signatory, attacks us every night with its full arsenal. All signatories, including the United States, failed to uphold their duties when the invasion began.
I am not suggesting Ukraine should unilaterally begin developing weapons we never have before. I believe there is another path: to unite with countries in Western Europe that also feel the constant threat from Russia. Polish Prime Minister Donald Tusk recently said they would feel safer with nuclear weapons. France has openly stated its arsenal is insufficient to deter Russia in a wider European conflict. The United Kingdom’s deterrent is contingent on U.S. approval. Ukraine, with its scientific base, could partner with a European country, or a coalition of them, to pursue such a step.

Valentyn Badrak: The arguments of the 1990s—"Why do you need nuclear weapons? You have no enemy"—are obsolete. We now face an enemy committing genocide against our people. The strategic calculus in Europe is changing. A retired British colonel, Richard Kemp, recently argued that helping Ukraine acquire nuclear weapons is about defending Europe, not just Ukraine. If a political consensus forms, perhaps between Ukraine, Britain, Poland, and the Baltic states, sanctions would not be an issue. Specialists believe that new technologies, perhaps even related to cold fusion, could enable the creation of a fourth-generation tactical nuclear weapon within a year. This is not for waging war, but for deterrence.
The War’s Endgame
BBC: How and when does this war end?
Volodymyr Horbulin: It is impossible to predict, especially after the political turmoil instigated by Donald Trump. Everything depends on a united Europe and a consistent United States. The West’s strategy of “managing escalation risks” failed. Had we been properly armed in 2023 when we had momentum, the situation today would be vastly different. Russia’s economy is limping from sanctions, but it is not crippled. For now, I see no immediate prospect for the war's conclusion. It will continue through 2025. Ukraine will fight to the last soldier.
Valentyn Badrak: The war will end when we can exert mirror pressure on Putin. Russia can sustain this conflict for many years; its society has degraded, and its economy is fueled by high oil prices. The only path to real negotiations is through overwhelming military capability. If European partners were to procure for us 500 PrSM ballistic missiles and hundreds of advanced cruise missiles for our F-16s, we could create the leverage necessary to force a true end to the war. Until then, it is difficult to imagine a conclusion.

Israel signals Iran campaign can end soon but much hinges on Tehran

Israel is looking to wrap up its campaign in Iran soon and has passed the message on to the United States, according to three Israeli officials, though much depends on its adversary's next move.
According to two other officials, Israeli leaders are trying to work out the precise exit strategy that will conclude the campaign and end Iran's missile and drone attacks, to avoid tit-for-tat strikes paralysing the country.
Another source briefed on the matter said that the military has signalled that it was close to achieving its goals.
But although Israel picked the moment to launch its surprise strike on Iran, it cannot control when the conflict ends and risks being drawn into a costly war of attrition if Tehran chooses to extend the fight, officials and analysts say.
Since unleashing its offensive in the early hours of June 13, Israel has killed senior Iranian generals and nuclear scientists, dismantled air defence systems, and struck multiple atomic-related sites and ballistic missile facilities.
"We are not there yet but it looks more like a matter of days than weeks," said Eran Lerman, a former Israeli deputy national security adviser, in comments that chimed with the views of the three Israeli officials.
"The end game is not that far from an Israeli point of view."
On Sunday, Israel received a significant boost when the U.S. Air Force joined the hostilities, hitting three Iranian nuclear complexes with massive, bunker-busting bombs that Israel does not have in its arsenal.
Hours later, Prime Minister Benjamin Netanyahu told reporters that Israel was close to meeting its objectives and had no desire to prolong the operation.
"We won't pursue our actions beyond what is needed," he said. "When the objectives are achieved, then the operation is complete and the fighting will stop."

Military and government officials have acknowledged that the duration of Israel's campaign hinges on Tehran.
"It depends on the Iranians," one military official said last week. If Iran refrains from further escalation, officials believe there is a case for ending the operation sooner rather than later.
Analysts say Iran may choose to minimise the significance of the U.S. strikes, consolidate power internally, and maintain limited missile fire on Israel using its surviving launchers.
"The only option is to continue shooting at Israel, which they will do, but in a very calculated way," said Sima Shine, a former Mossad official and analyst at the Institute for National Security Studies in Tel Aviv.

Two European diplomats said Tehran would have to signal a willingness to de-escalate. But one warned that, if Iranian Supreme leader Ayatollah Ali Khamenei felt secure, he might choose to prolong the conflict, making it a drawn-out confrontation.
Israel's strikes on Monday against Iranian ruling symbols were a message to Tehran, said Lerman. "It's meant to indicate to the regime, to Khamenei that a war of attrition could be a very costly business for him and for the survival of his power structure."
Netanyahu said that if Iran dragged out its attacks, Israel would launch strikes that would "exact a price from the Iranian regime".
Netanyahu, asked whether he and U.S. President Donald Trump saw eye to eye on how the war should conclude, said he could think of a few mechanisms to end it but declined to offer details. "We're in a time of war," he said. "There's the fog of battle ... I am working closely with President Trump."
For now, hope of a negotiated off-ramp remains alive but uncertain.
"This could end like it often does with Hamas—Israel declaring its objectives achieved and offering to stop if the other side does," said Shine, referring to past conflicts between Hamas militants and Israel in Gaza.
"But Iran is not Hamas. A negotiated agreement would be a better outcome."
Yuli Edelstein, chairman of the Knesset's Foreign Affairs and Defence Committee, said Israel would not accept a one-sided halt. "A unilateral stop on our part would mean (Iran) firing at our civilians," he said.
"The ball, to a certain extent, is in Khamenei's hands and he himself has yet to decide," Edelstein told Israel's N12 News.
