Russians are culturally and genetically subservient. Any issues with the war are pushed onto the oligarchs and siloviks (boyars), while Putin, (the czar) is completely free of blame. Often the czar doesn't even know that things are going wrong, which is why you see those filmed videos of Russia mobiks standing in a group and calling out to Putin of how bad their situation at the front is. They genuinely believe that Putin simply isn't aware of the issues. The Russian state cultivates this idea intentionally. They even have TV shows, where Putin is live on air with a bunch of governors and other lower level leaders, and the people calling in can tell Putin about their local issues, and Putin then turns around to the governors to tell them to fix their shit.
