It's going to be something symbolic.

I think what made the 9/11 the spectacle it was was the fact those towers really dominated the New York skyline. They were symbolic towers in a way that modern crap one they have is not.

I don't see why they would bother attacking that tower. Maybe if rebuilding them had come to fruition, but I can't see it happening.
