It’s a shitty situation. Personally I like cities that put effort into market squares that allow smaller producers to sell. It creates a nice protected zone for the small guys while subsidizing them against the larger guys in a sustainable way.
The city market has the fresher and better priced stuff, but the groceries have consistent goods that you may miss in the market. strikes a good balance imo.

If a business owner doesn't have earn enough to living, but a poor person still wants to work for him, the government will still shut his business down and the poor person will lose his job and starve to death or become homeless.

Campbells can’t teleport a factory to down the street from your house, run it at full capacity for JUUUST long enough to produce your town’s demand for canned tomatoes, and then teleport it somewhere else.
