I wouldn't go that far. The Neo Cons are a dying movement. No one believes in them, if the Republicans get trounced in the next election they'll get the blame for not doing what they promised and a lot of them will be easy to primary. We're all ready seeing NeoCon rats like Thom Tillis refusing to run for reelection and a lot of the other Neocons are on the verge of going off to the old folks home.
In the short term the swamp has managed to reassert itself and prove that the uniparty is still in charge; but I question how long term that victory is. They've just pissed off the Republican voter base by letting the BBB spending bill get all the goodies voters wanted like legalizing suppressors and short barreled rifles get stripped out because the unelected senate parliamentarian implemented some weird rule of order and the Republicans were too pussy to fight for their voters.
We knew the NeoCons were still in office and that we were going to have to fight to primary them out of their positions. This is their last gasp of uniparty corruption and incompetence, fucking over Trump and dividing the Republican party against itself in the name of the uniparty swamp. The next step is obvious, we have to primary the old guard out and they've given us the ammunition to do it.
