In the old mountain routes, trains are not supposed to run fast to begin with, so they still use the old dieself trains to slowly move villagers around for free at 30 mph.
I saw a video where they also have a coal powered steam train for tourism purposes.

I guess they can slowly retire these if the oil/diesel supply can always come from Russia if América attacks.
But it looks like they are still keeping the skillsets of maintaining the coal trains alive.
