for many years, congress has budgeted using a 'continuing resolution' (not a budget) that establishes spending levels statutorily by department and delegates spending authority to department heads, subject to obligated spending levels specified in massive omnibus spending bills. this has all occurred without separate 'appropriates bills' which was typically the norm; the budget and appropriations bills process is the historical norm and defines 'congressional (house) control of the purse'.

the BBB is a budget bill, not a continuing spending resolution. it is the first step in a budget appropriations process that returns power of the purse to the house of representatives and more generally to congress. this is why the senate and democrats (and the media) fucking hate the BBB. they hate it because it represents the first step in a two-step process that will result in reigning in bloated federal budgets by establishing spending limits for programs that have grown well beyond their existing legally authorized (by statute) spending levels.

the CR process was mostly established and run by nancy pelosi. it has led to ballooning federal deficits, representing a quintupling of the national debt (from ~$8T to ~$40T) over 20 years. it is how they hide most of their 'pork spending'--not authorized by law, but enshrined by CR line items endowing typical lefty bullshit handouts and entitlements.

BBB reverse that trend. if the House Speaker follows through with his commitment to pass both Budget and Appropriations bills (which he made at the start of the term when Republicans secured control of all branches of government), it represents about half of the work required to restore control of federal spending to existing representative processes like house committees. these subsequent appropriations bills are enabled by the passage of the BBB budget bill--without the budget, you cannot have appropriations processes, and are stuck with CR spending line items.

I don't think these senators are in control of anything.
They are 70 and 80 year old nursing home residents who dimly sign papers placed next to their medication by staffers. The younger ones are just as bad. I think the whole crew is treated as a rubber stamp act by whoever owns the most metrosexual staffers on the hill.
