Out of those 3 Ukraine could've used the last two without any problems if it kept them, and ICBM's with some tinkering, as was suggested by Kuchma. Kuchma was the prime minister of Ukraine during that time (later 2nd president) and was actually a rocket engineer and CEO of the Yuzhmash, which was the largest Soviet enterprise specializing in the production of rocket and space technology, including ICBM's.

There was never any "they". The Soviet Union had some of its nuclear materials and maintenance facilities stationed on territories that nowadays belong to the state of Ukraine. It's not all that difficult to replace an arming and firing set plus the sensor suite in relative terms. Especially if you are already familiar with the data standards. The difficult bits are already there like the radiation casing on the secondary, the interstage and doped materials (seabreeze etc) the boost gas system, neutron emitters, that sort of thing.
