He's basically saying you have to Use our devaluing dollars and recycle them to buy our US Treasuries to lower rates, so the Gov can borrow and spend more.
The problem is that this works until this doesn't. If we restrict the supply of dollars through tariffs, we shoot ourselves in the foot.
This is literally Triffin's Paradox, as the Reserve you have to run perpetual deficits to keep the entire Global USD system afloat, if you reverse that then you break the system. BRICs is an offramp for other Countries to avoid this end game trap. Basically this is how WW3 starts.
