That really is what’s going on, and it’s happened several times before. Before the civil war, there were repatriation efforts for blacks. Then the civil war happened, with slavery being one of the issues (not the main issue but a major factor). After the civil war there were more repatriation efforts so they decided that former pieces farm equipment were acktchually citizens. After the Industrial Revolution we saw waves of immigrants being imported for cheap labor, first from Ireland and Italy then later from Eastern Europe. As recently as the 1980’s Regan granted an immigrant amnesty so large businesses could have a race to the bottom for wages.

There was not a larger issue facing the United States in the 19th century than the question of slavery. Most of the political developments in the republic during the middle part of the century were directly related to the question of slavery.
Slavery was absolutely the central reason behind succession and thus the War of Northern Aggression.
