That's not what's going on, and the numbers prove it because even when a family is started, the number of offspring is low. To reverse the population decline, either the number of offspring per family increases, the number of families increase, or both. What needs to happen is women not only choose who the best are, but they begin choosing at an earlier age to be able to make more healthy offspring. Lower the average bearing age, and increase the number of offspring per family started. That will in turn increase the population of successful offspring. Also recognize the fact that men play a part in this equation as well, there's many men who could be starting family's but too busy "finding themselves" the same way 4chan likes to describe womens affairs. Too many guys trying to be the top gamer or next race car champion, or maybe just struggling financially. Realistically it's a combination of all these factors, and never as simple as two dimensional chart like fishers model
