The other issue was changing technology, resulting in projects being abandoned and scrapped when they break.
This happens frequently.
Chinese history is full of the same issue, whether plumbed gas for heating, which one area of China had historically, or a highly complex astronomical clock, rivaling anything from Europe, which was abandoned a generation or do after construction.
Highly complex systems, require highly educated people to maintain them, and the willingness to pay to do so.
Europe and America meanwhile still have individuals capable of servicing highly complex watches, and clocks, and many other systems hundreds of years after original construction.
