America was one of the only few nations that allowed foreigners to work and live. Most western nations don't allow non-citizens to work.
Every non-citizen in the U.S. took full advantage of the green card system as a refugee of whatever time more than 30 years ago. The moment you become a U.S. citizen, you are required to pay U.S. taxes in any nation not the U.S. That is why many green card holders didn't choose to become citizens, if they planned to return to their mother nation.

The world hates the U.S. even though they take full advantage of it. The world hates the U.S. for protecting itself. The world hates the U.S. for existing. But the world won't be the same without access to the U.S.
